Police Taser, Beat, Pepper Spray Mentally Handicapped Teen – Then Charge Him With Assault

Dayton police tasered, pepper-sprayed and beat a mentally handicapped teen and then charged him with assault. What did the disabled boy do to deserve this onslaught? The police officer “mistook” his speech impediment for a sign of “disrespect”.

Similar to how cops think filming them is against the law, many are also under the assumption that not groveling and obeying their every order is also an arrestable offense.

17-year-old mentally handicapped teen Jesse Kersey found this out to his cost while riding his bicycle near his Dayton home recently, after Officer Willie Hooper attempted to stop and talk to the boy.

Failing to understand what Hooper was telling him, the boy attempted to ride home and fetch his mother to be able to communicate with the officer. Despite the fact that Hooper knew the boy was mentally disabled, he began yelling at Kersey and then threatened a neighbor who tried to inform him of the boy’s handicap, telling the resident he would be arrested if he didn’t go back indoors.

As Kersey’s mother Ford opened her front door, Hooper and co-defendant Officer John Howard, “fired their Tasers, striking Jesse in the back with both probes,” according to testimony heard at Montgomery County Court.

“Once inside the house, defendant Hooper and defendant Howard began to struggle with Jesse, who was standing against the back door with his hands up in front of his face, saying ‘Please quit, please quit.’

“On numerous occasions, Ford and a family friend, Christopher Peyton, informed Officer Hooper that Jesse was mentally challenged/handicapped, and that Jesse did not understand what was happening,” the complaint states.

But the mom says the cops continued their assault: “Officer Howard utilized his Cap-Stun pepper spray and sprayed Jesse … [and] struck Jesse with a closed fist in the upper chest area.”

Howard continued to beat Kersey, striking him in the upper thigh, before back-up was called and 20 other officers from different jurisdictions arrived on the scene. Apparently, tough guys Hooper and Howard, who like to prove their manhood by beating up mentally handicapped boys, couldn’t handle the situation on their own.

“At no point, even after being advised of Jesse’s mental challenge/handicap by Jesse’s family and numerous bystanders, did defendant Hooper, defendant Howard, or any other police officer present, attempt to communicate with Jesse or explain in terms he could understand as to why Jesse was being chased,” said Kersey’s mother.

The boy was subsequently handcuffed, hogtied, and thrown into the back of a police cruiser.

Of course, as is standard operating procedure for police after they beat and torture innocent and defenseless victims, Kersey himself was charged with “assault on a peace officer, resisting arrest, and obstructing official business,” charges which were later dismissed after the court declared Jesse incompetent.

Kersey and his mother are now seeking compensation from the city and the two lead officers for “false imprisonment, false arrest, malicious prosecution, assault, battery, excessive use of force, infliction of emotional distress and civil conspiracy”.

As we have documented, there is an epidemic of police brutality that has exploded over the last decade which seems to be targeted against the most vulnerable members of society.

What has happened to our police officers? They are being trained to oppress and abuse the public as America sinks into a decaying banana republic. There seems to have developed a particular fetish amongst a cadre of steroid-addled cops that dictates they must satisfy their lust for abusing power by attacking defenseless individuals, particularly the elderly and disabled.

Police in Seattle were also caught on camera last year beating up a mentally disabled teenager for the crime of jaywalking.

When exiting CIA director, Leon Panetta, openly admitted that shadow wars and black ops should be a strategy employed through direct military control by the CIA, it marked a new Dark Age.

‘(It’s) appropriate for the head of such department or agency [read: CIA] to direct the operations of the element providing that military support while working with the Secretary of Defense.’ A ‘significant advantage of doing so,’ he continued, ‘is that it permits the robust operational capability of the U.S. Armed Forces to be applied when needed.’

A later response by Panetta to a question by Sen. McCain literally empowers Barack Obama to become a dictator, within a military dictatorship framework, as it heralds a philosophy of extralegal measures taken by the president “when needed” by the military:

‘Senator, I believe very strongly that the president has the constitutional power as commander in chief to take steps that he believes are necessary to protect this country and protect our national interests,’ said Panetta. ‘And obviously, I think it’s important for presidents to consult, to have the advice of Congress. But in the end, I believe he has the constitutional power to do what he has to do to protect this country.’ (

This statement is telling, as it refers to Congress as a place where a president should seek advice, not approval.  This assertion is the precise difference between a constitutional republic and an authoritarian dictatorship.

China Has Divested 97 Percent of Its Holdings in U.S. Treasury Bills

China has dropped 97 percent of its holdings in U.S. Treasury bills, decreasing its ownership of the short-term U.S. government securities from a peak of $210.4 billion in May 2009 to $5.69 billion in March 2011, the most recent month reported by the U.S. Treasury.
Treasury bills are securities that mature in one year or less that are sold by the U.S. Treasury Department to fund the nation’s debt.
Mainland Chinese holdings of U.S. Treasury bills are reported in column 9 of the Treasury report linked here.
Until October, the Chinese were generally making up for their decreasing holdings in Treasury bills by increasing their holdings of longer-term U.S. Treasury securities. Thus, until October, China’s overall holdings of U.S. debt continued to increase.
Since October, however, China has also started to divest from longer-term U.S. Treasury securities. Thus, as reported by the Treasury Department, China’s ownership of the U.S. national debt has decreased in each of the last five months on record, including November, December, January, February and March.
Prior to the fall of 2008, acccording to Treasury Department data, Chinese ownership of short-term Treasury bills was modest, standing at only $19.8 billion in August of that year. But when President George W. Bush signed legislation to authorize a $700-billion bailout of the U.S. financial industry in October 2008 and President Barack Obama signed a $787-billion economic stimulus law in February 2009, Chinese ownership of short-term U.S. Treasury bills skyrocketed.
By December 2008, China owned $165.2 billion in U.S. Treasury bills, according to the Treasury Department. By March 2009, Chinese Treasury bill holdings were at $191.1 billion. By May 2009, Chinese holdings of Treasury bills were peaking at $210.4 billion.
However, China’s overall appetite for U.S. debt increased over a longer span than did its appetite for short-term U.S. Treasury bills.
In August 2008, before the bank bailout and the stimulus law, overall Chinese holdings of U.S. debt stood at $573.7 billion. That number continued to escalate past May 2009– when China started to reduce its holdings in short-term Treasury bills–and ultimately peaked at $1.1753 trillion last October.

As of March 2011, overall Chinese holdings of U.S. debt had decreased to 1.1449 trillion.
Most of the U.S. national debt is made up of publicly marketable securities sold by the Treasury Department and I.O.U.s called “intragovernmental” bonds that the Treasury has given to so-called government trust funds—such as the Social Security trust funds—when it has spent the trust funds’ money on other government expenses.
The publicly marketable segment of the national debt includes Treasury bills, which (as defined by the Treasury) mature in terms of one-year or less; Treasury notes, which mature in terms of 2 to 10 years; Treasury Inflation-Protected Securities (TIPS), which mature in terms of 5, 10 and 30 years; and Treasury bonds, which mature in terms of 30 years.
At the end of August 2008, before the financial bailout and the stimulus, the publicly marketable segment of the U.S. national debt was 4.88 trillion. Of that, $2.56 trillion was in the intermediate-term Treasury notes, $1.22 trillion was in short-term Treasury bills, $582.8 billion was in long-term Treasury bonds, and $521.3 billion was in TIPS.
At the end of March 2011, by which time the Chinese had dropped their Treasury bill holdings 97 percent from their peak, the publicly marketable segment of the U.S. national debt had almost doubled from August 2008, hitting $9.11 trillion. Of that $9.11 trillion, $5.8 trillion was in intermediate-term Treasury notes, $1.7 trillion was in short-term Treasury bills; $931.5 billion was in long-term Treasury bonds, and $640.7 billion was in TIPS.
Before the end of March 2012, the Treasury must redeem all of the $1.7 trillion in Treasury bills that were extant as of March 2011 and find new or old buyers who will continue to invest in U.S. debt. But, for now, the Chinese at least do not appear to be bullish customers of short-term U.S. debt.

NATO Reportedly Bombs Libyan University

Press TV reports that NATO has bombed a university in Tripoli, killing students and staff. “New images have emerged showing the aftermath of an alleged NATO air raid targeting Tripoli’s Nasser University. The attack reportedly left many university staff and students dead,” reports the Iranian state-funded network. “Libyan state television says dozens of others were also injured.”

The bombing was not reported by CNN or The New York Times.

According to the Christian Science Monitor, “evidence of casualties [in Libya] has been thin, despite more than 160 cruise missile strikes by US and British forces, and at least 175 sorties by those and French and a Canadian jet fighter in the last 24-hour count.”

Evidence is “thin” because the corporate media refuses to believe the Libyan government and does not actively research claims of civilian deaths. Humanitarian wars are usually reported as surgical strikes and when the reality of dead civilians can no longer be denied, they are explained away as collateral damage.

Soon after NATO began bombing the country, officials denied civilians die in its bombing raids. Only the death of Gaddafi loyalists and other Libyans criminalized by the United Nations are reported killed in the air strikes.

Last week the New York Times insisted bombing raids in heavily populated urban areas do not kill civilians. “The Libyan government has a growing record of improbable statements and carefully manipulated news events,” wrote John Burns, following his Pentagon script closely. “Sightings of civilian casualties have been rare.”

The New York Times also reported that aluminum tubes were sighted in Iraq. Due in part to the widely reported lie that Iraq had weapons of mass destruction, the United States invaded the country and subsequently killed over a million Iraqis.

A NATO air strike in Tripoli, a city of 2 million people. NATO and the New York Times would have you believe civilians do not die in such raids.

According to Pentagon figures allegedly released by Wikileaks, the invasion of Iraq resulted in the death of 66,081 civilians. The U.S. installed Iraqi Iraqi Health Ministry put the number at 87,215. In 2007, a ORB survey of Iraq War casualties put the number at 1.2 million.

On May 31, Libya accused NATO of killing 718 civilians and wounding 4,067 in 10 weeks of air strikes. “Since March 19, and up to May 26, there have been 718 martyrs among civilians and 4,067 wounded — 433 of them seriously,” said government spokesman Mussa Ibrahim, citing health ministry figures which the AFP said cannot be independently verified.

Joshalyn Lawrence filmed Libyans wounded during NATO air strikes. “The Lawrence videos, on the WBAIX channel, of hospitalized civilians is evidence that, rather than injuries and killings by bombs being ‘rare’ or reporting ‘blunders,’ they are realities,” writes Deborah Dupre for Bay View. “In the videos, one after another wounded innocent civilian described atrocities to Cynthia McKinney, in a fact-finding mission with a team including a delegation of former MPs and professors from France, all now in Tripoli.”

“Interestingly, the efforts of the Washington Post, New York Times, Associated Press and others to portray Libya’s claims on the bombings as ‘absurd’ are patently false and are merely efforts to defend in the court of public opinion the indefensible bombing of civilians going about their lives in a heavily populated area,” the former Georgia Congress woman wrote on June 7.

The blood-thirsty neocons, of course, called McKinney’s fact finding mission an act of terrorism. “McKinney is part of a long Western leftist tradition of progressive sycophants traveling to adversarial lands in an effort to undermine America,” writes FrontPage Mag, the mouthpiece of former Marxist David Horowitz, who received money from the known CIA operative Richard Mellon Scaife.

The corporate media mostly ignored McKinney’s trip and her reports of civilian deaths and continued to follow the Pentagon script as it has now for decades.

Donkeys Take Over From DSL as Syria Shuts Down Internet

The Facebook revolution has retreated from this dusty Jordanian town on the Syrian border.

In a bid to quash a rebellion now entering its third month, the Syrian government, perhaps one of the world’s most Internet-unfriendly, has shut down pretty much all electronic communications inside the country and to overseas. Cut off from the World Wide Web, protestors, journalists and human rights activists have resorted to communications networks from another era.

And for that, Ramtha, a Jordanian town of about 100,000 people 80 kilometers (50 miles) north of the capital of Amman, has become a virtual switchboard for news coming out of Syria, not to mention a swarm of refugees seeking to flee the carnage that has taken some 800 lives across the country, according to a United Nations estimate released last Friday.

Facebook and other social media have been widely lauded as the fuse that lit the unrest exploding across the Arab world. But Internet use in Syria has always been severely constrained and the number of people with access to it is very small – about 17% of the country had it in 2010, according to Internet World Stats – even if the government dropped its long-standing ban of Facebook weeks before the unrest broke out.

Just across the border from Ramtha, the Syrian town of Dara’a is the birthplace of the Syria rebellion. That began in mid-March when dozens or more youths were detained by security forces for spraying anti-government graffiti. Since then, despite the massive presence of troops and attacks on the city’s main mosque, Dara’a remains in turmoil.

To get the news outs, activists have been smuggling videos to Jordan through the desert and across a nearly 80-kilometer border Jordan shares with Syria. Some risk approaching the border with Jordanian cellphones to report to the outside world and send clips. It’s a dangerous task because the Syrian and Jordanian armies traditionally have the area under heavy surveillance to prevent the smuggling of drugs and weapons into the kingdom or further to the Gulf states.

But desperate Syrians have been using a helping hand from smugglers to cross the border, either by walking or on the backs of donkeys, according to residents from Ramtha. Locals have centuries if not millennia of experience eluding officials.

“The two cities are connected more than anyone could think. For hundreds of years, the residents of Ramtha and Dara’a have been moving between the two towns easily through the farms and desert area. Now they rediscovered these ancient routes,” says Ahmed Kareem, a Jordanian taxi driver from Ramtha.

Kareem says several Syrian families escaped the wrath of the military by walking for nearly 24 hours before they were received by residents from Ramtha. The majority are being housed in a public school for the sake of their safety, and away from prying eyes of the media.

“We prepared the schools to welcome as many refugees as possible, but the problem is that many want to come but are unable due to the closure,” said Kareem.

Syria says it has been forced to close the border to prevent foreign elements, who it has blamed for inciting violence, from infiltrating into its territory. Syrian officials indirectly accused Jordan of facilitating entry of foreign elements to stir the public against Bashar al Assad regime. Syria also accused Jordan’s Muslim Brotherhood movement of coordinating with its Syria’s counterpart to topple the al Assad regime.

Those allegations have yet to be proven, but the closure limits the flow of news about what has been taking place in Dara’a, said Abu Abdullah, a Syrian rights activist who spoke to the Media Line by telephone from the city.

Syria refuses to allow foreign press into its territories, while those who leave refuse to go on camera for fear of retribution. Last month a Reuters correspondent was arrested after he was found covering the uprising in Dara’a. Dorothy Parvaz, an Al-Jazeera television correspondent, was detained by Syrian authorities and has since reportedly been transferred to Iran.

As a result, scores of journalists have flocked to the border point near Ramtha in the hope of catching news on the military operation taking place. But it is not proving to be easy, according to journalist stationed near Jordan’s border point.

Syrian activists who try to reach the outside world take a serious risk. Abu Abdullah, who asked not to be identified by his real name, uses a Jordanian mobile number to place calls, but to do so he has to get close to the Jordanian border at the risk of getting killed. Among the Jordanian cellular operators, activists say Umnia has the best reception in Dara’a.

“As I talk, people are trying to protect me from snipers by holding barrels and other items. This is very dangerous. We are unable to tell the world what is happening,” Abdullah said last week as he gave an account of an attack on civilians, including women and children.

“As I walked to this spot, I saw three people dead — a woman, a man and a girl. Nobody was able to save them because of the snipers stationed on rooftops,” he said.

Activists in Jordan say Syria has arrested a number of Jordanians as they tried to cross into its territories through the regular border crossings. Abdullah Zubi, a Jordanian driver arrested three weeks ago on the border, says Syrian police had one idea about the events.

“They asked me to confess that Jordan’s intelligence service is behind the attacks. They prepared a confession about role of Jordan’s secret service and wanted me to sign it,” he told The Media Line a day after he was released on May 11.

According to Zubi, Syria has arrested dozens of Jordanians during the past weeks as part of its crackdown on Dara’a.

Ramtha residents are concerned that the crisis will have severe economic implications for a city reliant on trade. Ramtha sees dozens of vehicles crossing into Syria or coming into the kingdom laden with goods heading to the kingdom’s market or to the oil rich Gulf states. The border crossing has helped thousands of Jordanians make a living.

But since Syria sealed the border with Ramtha, the city’s streets are void of traffic. It’s a double-blow for Ramtha residents, who are also feeling the impact of higher food and energy prices and a slowing Jordanian economy.

Many residents say they will have to look some where else to earn a living. For a start, this week, the government has now allowed taxi drivers from Ramtha to operate in other routes in light of continued closure of the borders.

Pentagon Declares War On Cyber Enemies

The Pentagon has announced that computer intrusions from abroad are to be considered acts of war against the United States and will be answered with conventional military force.

“If you shut down our power grid, maybe we will put a missile down one of your smokestacks,” a military official told The Wall Street Journal. In part, the Pentagon intends its plan as a warning to potential adversaries of the consequences of attacking the U.S., according to the Journal.

The Pentagon document is 30 pages in its classified version and 12 pages in the unclassified one. It concludes that the Laws of Armed Conflict are applicable in cyberspace as in traditional warfare.

The Pentagon established a new command last year, headed by Gen. Keith B. Alexander, director of the NSA, to consolidate military network security and attack efforts. Alexander told the Washington Post last November that the new outfit wants maneuvering room to mount what he called “the full spectrum” of operations in cyberspace.

The NSA announced its ambitious cyber security plan last year. Dubbed “Perfect Citizen,” it is designed to detect cyber assaults on private companies and government agencies running such critical infrastructure as the electricity grid and nuclear-power plants, according to the New York Times.

According to the Post, offensive actions may include shutting down part of an opponent’s computer network to head off a cyber-attack or changing a line of code in an adversary’s computer to render malicious software harmless. They are operations that destroy, disrupt or degrade targeted computers or networks, the newspaper reported.
